Ulsan facility marks a $5B shift in Korea’s digital infrastructure strategy

South Korea’s SK Group and Amazon Web Services (AWS) are joining forces to build a $5 billion data centre dedicated to artificial intelligence in Ulsan. This initiative, expected to be completed by 2029, will become the largest AI infrastructure investment in South Korea to date. More importantly, it signals a national move to decentralize digital power and bring new innovation to regions beyond the capital, Seoul.

A shift from cloud dominance to physical AI infrastructure

AWS remains a dominant cloud service provider across Asia-Pacific. Yet this project deepens its physical presence in South Korea and aligns closely with national ambitions for AI sovereignty. SK Group, one of Korea’s largest conglomerates with deep expertise in telecoms, semiconductors, and energy, brings strong local integration and policy alignment.

Ulsan, known globally for its industrial complexes and Hyundai’s manufacturing operations, has recently been designated a “digital innovation zone” by the Korean government. Its geographic and logistical advantages—including access to power and land—make it an ideal site for a next-generation AI centre. The city’s government has already approved the project and committed incentives to support development.

Ulsan rises as Korea’s next tech hub

Choosing Ulsan over Seoul’s tech-centric Pangyo cluster is no accident. It reflects a deliberate strategy to spread innovation nationwide, reduce capital region overreliance, and unlock untapped economic zones.
