Born in 1961 in Singapore, Lim Hock Chee is the fifth of nine children. He grew up in a family that operated a pig farm in Punggol. After completing a car mechanics course at Jurong Vocational Institute (now ITE College West), Lim joined the family business. In 1984, facing an oversupply of pork due to government plans to phase out pig farming, he and his wife rented a stall at Savewell Supermarket in Ang Mo Kio to sell chilled pork. When Savewell faced financial difficulties in 1985, Lim, with support from his father and brothers, purchased the outlet, marking the birth of Sheng Siong.
